Second Constituent Assembly
After the dissolution of the First Constituent Assembly in October 1954, Governor-General Ghulam Muhammad wanted to elect the Second Constituent Assembly as early as possible. For this purpose, in May 1955, he called a convention of members of Provincial Assemblies at Karachi.
On 28th May 1955, the members of Provincial Assemblies in this convention elected the Second Constituent Assembly, which consisted of 80 members. In the Second Constituent Assembly, the Muslim League won 26 seats, and the United Front won 16 seats.
Out of the 80 members of the Second Constituent Assembly, 5 belonged to Sindh, 21 belonged to Punjab, and East Pakistan was represented by 40 members. Additionally, out of these 80 members, 4 were elected from Tribal Areas, and 2 were from Bahawalpur State — Karachi had one member representation.
The Second Constituent Assembly passed the Establishment of West Pakistan Bill (the One Unit Bill) on 30th September 1955. Governor-General Ghulam Muhammad resigned from his post on 6th October 1955, shortly after this bill was passed.
The Khyber Pakhtunkhwa Assembly granted its approval for the establishment of the One Unit of West Pakistan on 25th November 1954. The Punjab Assembly approved the One Unit scheme on 30th November 1954, and the Sindh Assembly approved the One Unit scheme on 11th December 1954. The Executive Council of the Muslim League ratified the One Unit plan on 16th December 1954.
The One Unit Committee submitted its report in February 1955. The Second Constituent Assembly approved the One Unit scheme on 30th September 1955, by 43 votes against 13 votes.
The One Unit of West Pakistan was finally established on 14th October 1955. Mushtaq Ahmed Gurmani was named its Governor, and the office of Chief Minister went to Dr. Khan Sahib.
