Constitutional Developments 1949-1955
The Constituent Assembly passed the historic Objectives Resolution on 12th March 1949. This laid down the ideological foundation for Pakistan's future constitutions.
In January 1951, 31 Ulema representing all religious sects held a convention at Karachi and agreed upon points which numbered 22 Points. These points were meant to guide the framing of an Islamic constitution.
The Bogra Formula was presented in the Assembly by Prime Minister Muhammad Ali Bogra on 7th October 1953. According to the Bogra Formula, the total number of seats in the Upper House was to be 50. Out of the total 300 seats of the Lower House, the Bogra Formula gave 75 seats to Punjab, while the seats allotted to East Pakistan were 165.
In March 1954, elections were held in East Pakistan in which a total of 309 seats were contested. Out of these, the Muslim League won only 9 seats, while the United Front won 222 seats — a landslide that reshaped the political balance and eventually contributed to tensions with the central government.
The Constituent Assembly repealed PRODA (Public and Representative Officers Disqualification Act) on 20th September 1954, one of the acts that provoked Governor-General Ghulam Muhammad and led to the Assembly's dissolution on 24th October 1954, as covered in the First Constituent Assembly topic.
These developments between 1949 and 1955 — the Objectives Resolution, the Ulema's 22 Points, the Bogra Formula, and the 1954 East Pakistan elections — set the stage for the creation of the Second Constituent Assembly and, eventually, the Constitution of 1956.
